Duties:

This is a non-federal position with benefits.  The incumbent serves as chief executive officer and carries out the business, policies, actions, and fishery management activities of the Council by providing direction to and supervision of the staff. 

He/she will oversee and manage the distribution of scientific and other information to the Council from National Marine Fisheries Service (NMFS), the states, academic institutions, the Council’s Advisory Panels (APs), Scientific and Statistical Committees (SSCs), Stock Assessment Panels (SAPs), Socioeconomic Panel (SEP), and other relevant sources.  In carrying out this function he/she will oversee the scheduling of meetings of various groups and panels by staff to make sure the recommendations from those groups are provided to the Council in a timely manner consistent with scheduling the completion of management activities.

The Executive Director is also responsible for ensuring the proper accounting and control of the fiscal resources allocated to the Council at the direction of the Council, and for complying with all the provisions of the Council’s cooperative agreement, including the effective control over and accountability for all funds, property and other assets.

He/she also serves as the Council’s primary contact with the public and is responsible to see that news releases are prepared in the name of the Council and/or Council Chair on the programs and achievements of the Council.

The Executive Director reports directly to the Council or through the Chair and is expected to carry out the functions without direct supervision.

Salary Range:   

Equivalent GS-15 $107,962 to $140,355 per year (starting salary negotiable based on applicant’s qualifications)

Evaluation Factors:

Incumbent must have at least a Bachelors degree from an accredited college or university and at least seven years of pertinent experience or preferably a Masters or higher degree from an accredited college or university and at least five years of pertinent experience.  At least five years experience must be in an administrative/ supervisory position.  Professional experience is desirable in a directly-related fisheries field and in the preparation of technical publications.  Preference will also be given to applicants for level of experience; education; budgetary expertise; demonstrated experience in, and knowledge of, fishery science and management; technical writing; demonstrated knowledge of Gulf fisheries; and level of administrative responsibilities.  Good written and oral communication skills are very important, and familiarity with the Magnuson-Stevens Act is desirable.
