Amendment 32 – Modifications to Gulf of Mexico Migratory Group Cobia Catch Limits, Possession Limits, Size Limits, and Framework Procedure
This Amendment reduces the Gulf Group Cobia Stock overfishing limit, acceptable biological catch, and annual catch limits with increasing yield streams for the years 2021-2023 and updates catch limits to MRIP-FES data currency. It also modifies the stock apportionment between Gulf and Florida East Coast Zones to 63% and 37% respectively. The Amendment modifies the Coastal Migratory Pelagic framework procedure to expand the South Atlantic Council’s responsibilities in managing cobia in the Florida East Coast Zone and match our current management practices. Finally, this Amendment modifies the annual catch target buffer, reduces the daily possession limit to 1-fish per person, and creates a 2-fish vessel limit for both commercial and recreational sectors.
This final rule is effective November 21, 2022.
